About the Pro-Chancellor

Dr Randolph B. Persaud is Pro Chancellor of the University of University, Director of the National Defence Institute, and Adviser in the Office of the President (Guyana). He is also Professor Emeritus, School of International Service, American University, Washington DC.

Professor Persaud holds a PhD in Political Science with a specialization in international relations and comparative politics. His doctoral dissertation was supervised by the world-renowned Professor Robert W Cox. He also holds a B.A (Hons) in Political Science and World History and an M.A in Political Science. Professor Persaud has consulted with the U.S. State Department, the Council on Foreign Relations, Carnegie Corporation, the United Nations, the World Bank, the Centre for Strategic and International Studies. He also served as Assistant Director for the Centre for International & Strategic Studies (Toronto), and Interim Director for the Council of the Americas, American University.

He was a Research Fellow at the Centre for Advanced International Theory at the University of Sussex 2021-2022. Before returning to Guyana, Professor Persaud served as Vice President of the Faculty at SIS (the largest school of international affairs in the world). He was also elected president of the same faculty and Vice Chair (and Elected Chair) of the Global Development section of the International Studies Association which has more than 800 (PhD or ABD) members world-wide.

Dr Persaud is author of Counter-Hegemony and Foreign Policy (State University of New York Press, 2001),Co-editor (and contributor) of Race, Gender, and Culture in International Relations (Routledge, 2018), Co-editor (and contributor) to Violence and the Third World in International Relations (Routledge 2020); and Co-editor (and contributor) to three special issues of major journals in international affairs. He has published in the following refereed journals- International Affairs (Chatham House), Globalizations, Third World Quarterly, Alternatives, Jour. of Diplomacy and International Relations, International Politics Reviews, Millennium: Journal of International Studies, International Studies Review, Cambridge Review of International Affairs, Race and Class, Connecticut Journal of International Law, Latin American Politics and Society, Korea Review of International Studies, Tamkang Journal of International Affairs, Postcolonial Studies, and American Historical Review. He currently sits on the Editorial Board of Third World Quarterly, where he also previously served an Academic Editor.

He has given talks or participated in conferences or other academic events at the City University of New York (Graduate Centre), UCLA, Georgetown University, Howard University, New York University, University of Kentucky, University of Connecticut, Virginia Tech, Tufts University, University of Chicago, University of Michigan, Brown University, Johns Hopkins University, Wake Forest University, Yale University, University of the District of Columbia, University of Toronto; McMaster University; Guelph University, Carleton University, University of Guyana, UWI (T&T); Queen’s University (Belfast), University of Kent, University of Sussex, City University of London, London School of Economics, University of Nottingham; University of Aberdeen, University of Warwick, University Trento (Italy), International Institute of Social Studies (The Hague), Chubu University (Nagoya, Japan), University of Science and Technology (Tokyo, Japan), Korea University, National Chengchi, (Taiwan).

Dr Persaud has published more than 1500 newspaper articles. He is a columnist for Demerara Waves.
